Abstract

Abstract: This study examined the effectiveness of artificial intelligence (AI) in administrative contracts amid rapid digital transformations, highlighting its role in enhancing the efficiency and transparency of contractual procedures—from the preparatory phase to implementation and oversight. The study concluded that these technologies represent a promising tool for improving contract management, provided that an appropriate legal and regulatory environment is in place to ensure disciplined use while upholding principles of transparency, equal opportunity, and the protection of the public interest. In the case of Iraq, the adoption of AI requires a comprehensive strategic vision focused on digital transformation as a reform-oriented choice. This entails the provision of adequate technological infrastructure and the establishment of an enabling institutional environment, which includes developing human capacities and securing the necessary financial and technological resources. Moreover, there is a need to enact clear legal rules to govern the integration of AI technologies into the governmental contracting system.
