The Role of Codes of Conduct in Preventing Corruption

Abstract: In line with the requirements of preventing administrative and financial corruption in Iraq and in application of the provisions of the United Nations Convention against Corruption of 2003, of which Iraq is a member, the Iraqi legislator has stipulated the regulations for professional conduct in the Integrity and Illicit Gains Commission Law No. (30) of 2011, as amended. The Federal Integrity Commission was entrusted with the task of issuing these regulations to ensure the honorable performance of public office and the prevention of corruption by obligating employees to a set of positive and negative duties, the most important of which is obligating them to report any cases of corruption they become aware of while performing their duties. In light of this, the Federal Integrity Commission issued several codes of conduct that are consistent with the nature of the targeted administrative bodies.
