الملخص

Abstract:  In order to effectively protect the human right to digital knowledge and access to information and its branches through various forms, it is not possible to suffice with guarantees in the general principles of these rights and their protection, whether they are in declarations of rights, constitutional guarantees or legislation. Rather, it must be transferred and implemented on the ground and the realization of its protection. the government come first in embodying this protection and assume the responsibility to commit to its implementation by providing a climate that respects rights and freedoms and is based on democratic foundations. By providing individuals with opportunities to learn enough information from the authorities about what they mean which is the so - called right to information and access to it as well as the freedom to communicate with the internet that is, all individuals should be able to access the Internet to exercise the right to freedom of expression and opinion, as well as protecting digital privacy after being exposed to penetrate and violate. With the technological development that has gained access to the private lives of individuals. that leads to making efforts at the international level through conventions, declarations, charters and internally through legislation and laws.
