Abstract

:  The issue of special degrees in the various political systems in the world, especially the political system in Iraq, is avital and fertile topic, as it touches the life of every government and the developments it is going through, as it has assumed a special character at the time of political and legal transformations towards democracy, as these degrees are on of the pillars of the state system, which are considered as acriterion for the extent of the legitimacy of this state and even the extent of its democracy.

The majority of states regardless of their different orientations and varying regimes have tended to include texts in their constitutions, to address the issue of special degrees .

Notto mention legal libraries' lack of jurisprudence studies regarding it , and what concerns us in this field the research that we will deal with the discipline of people with special degrees in Iraq , in the event that one of them commits specific disciplinary vibration that requires the imposition of disciplinary sanctions on them .

Referred to in the state and public sector employees  discipline law No. (14) of  1991 AD, or is there a force ?

Disciplinary prepared for them, So our research will be through four demands, in the first of which we will discuss what is the discipline of people with special grades .

To monitor the decision to impose disciplinary punishment on persons with special grades.
