Abstract : The twenty-first century witnessed many events and dangers that emerged as a result of the transformations that affected the world, including terrorism. International organizations and criminal courts rushed to implement accountability and punishment for crimes committed by terrorist groups that threaten countries and disturb international peace and security. The development of the application towards groups has moved towards holding individuals who issue international criminal acts accountable. Legislations appeared in the Justice Against Terrorism Act (JASTA), which represents holding individuals accountable for the international criminal acts they have committed, as well as issuing the Magnitsky Act for the same purpose, but it clashes with the legal principle of (reciprocity), especially since international criminal crimes are committed by individuals and opposing groups.
