Abstract

  Abstrac :The administrative body should implement the administrative decision and respect it, the basic principle is that the administration may not cancel the decision or withdraw it, but this does not exempt the administrative body from liability , it is obliged to compensate the injured due to a decision contrary to the principle of legality can not be removed or avoid its harmful effects, so the administration may find it inevitable to look for a legal way out that allows it to cancel the decision or withdraw it in its own interest or in the interest of individuals, it may seek to change the legal basis on which the administrative decision was based, or IT issues a counter-administrative decision, or it is forced to issue a decision that removes that decision in the case of necessity.
