Abstract: A state of emergency affecting a country, such as wars, crises, disasters, and floods, expands the powers of administrative control to address these circumstances. These impacts influence the administration's decision-making, whether related to the external or internal components of the administrative decision. Whereas, if the state's life is exposed to crises and risks that could lead to its collapse or jeopardize its safety, such emergencies allow the executive authority to override the internal or external components of the administrative decision-making process to make the necessary administrative decisions to address the dangers facing the country, subject to the fulfillment of certain conditions and procedures stipulated in the constitutions.
