: The process of writing off debts is a complex issue that the Iraqi legislator has surrounded by a number of guarantees expressed in a number of legislations, including the effective Iraqi Financial Management Law, the effective government debt collection law and other laws to ensure that this process is not exploited in the illegal execution of state debts, which causes wastage In state funds, the effective financial management law has granted the executive authority powers to write off these debts according to certain percentages and amounts, and what exceeds them is within the jurisdiction of the legislative authority. To address this issue and highlight the aspects of strength and weakness in Iraqi legislation.
