Abstract

Abstract:  Employment is one of the basic topics in building a state of institutions and one of the foundations upon which state administration is based. Employment is supposed to take place according to objective and professional standards represented by competence, experience, and academic qualifications, and in accordance with clear laws and instructions that are not subject to interpretation by those with favoritism whose goal is to extract job rights for the benefit of unrelated elements. Efficient people who do not meet the employment conditions, and in order to properly invest human resources in line with the requirements of good management, the appropriate environment for job performance must be provided to ensure achieving a state of job satisfaction for the public employee by achieving a balance between the rights of employees and the duties assigned to them. Whenever job satisfaction indicators decrease, it is negatively reflected on job performance in administrative institutions, and a state of injustice, injustice, despair, and lack of belonging to the work environment prevails. Therefore, there must be prior and subsequent guarantees in employment procedures that enable management to choose wise administrative leaders that are far from arrogance and authoritarianism. Personalization of matters, which believes that management is an art in accordance with legal frameworks characterized by integrity and transparency, and the belief that all the country’s savings and wealth are the property of all members of society and that no one has the right to monopolize power to serve his personal interests, but rather the goal is to achieve the public interest.
