Abstract

given the significant problems related to expatriate workers to Iraq and the negative effects that result from their recruitment, it is clear to us that the goal of organizing expatriate workers in Iraq is to reduce their use, to provide national labour in place of it while finding a kind of balance between the two groups, as sometimes the recruitment of expatriate workers It is necessary, but it must be according to a certain limit, which raises the responsibility of the state towards its national workers by developing strategies and measures that can be used to reduce the phenomenon of expatriate workers to Iraq, which leads us, in the end, to protect national workers from the risk of competition with expatriate workers.
