Abstract

   We are in marked our research (preventive role of legal offenses and penalties) to the principle to indicate what the principle of legality of offenses and sanctions, and how is this principle an active role in the prevention of crime, and eliminate them in the bud policy, and argued the most important relics of the principle of legality, and of infinite criminalization the punishment, however, the legislature, and the non-retroactivity of criminal law on the past, and what the effects of this importance in the prevention of crime and reduce the phenomenon.
