Abstract

      The position of Minister of State is of paramount importance in the parliamentary system, as many governments include in their composition a ministerial position, named after the Minister of State, because of the functions he performs as a member of the Council of Ministers without taking over the affairs of a ministry, it contributes to increasing the effectiveness of the Government And its efficiency and helps to form coalition governments and consensus and ensure their continuity, and the use of the Ministers of State in the face of special and exceptional circumstances, facing the State, and the importance of this subject, this research came to clarify the concept of the position of Secretary of State, in terms of its definition and importance and the nature of this The position, the terms of reference and the powers vested in him and the responsibilities that the Minister of State may face if he breaches the requirements of this Office, with the presentation of the findings and recommendations on this subject.
