The oversight role of the Governor of public utilities in the Province (comparative study)

Abstract

       It is the most important portfolios among the heads of the other administrative units in the local administrative organization, as the chief Executive officer in the province and combining the political and administrative capacity in it, and as a result is exercised under the laws in force broad powers, including oversight powers, especially on Public facilities in the province, and the public facility is an activity or work carried out by public bodies or persons, such as the state or the province, either directly or entrust to others and under their supervision to satisfy the general needs of the public interest.
    The activity of public utilities is focused on the first two things, an activity that assumes the basic functions of the administrative unit and which is intended to satisfy the various public needs in education and health. The second is the protection of internal and external security, which is the prerogative of the administrative control bodies, and the focus of our study is the local facilities that operate within the administrative unit, without including the national facilities that are the prerogative of the central authority, as they concern the totality of citizens, The role of the governor is different in different laws and different countries and reflects their political situation and
