International humanitarian intervention to protect the rights of minorities in the light of public international law

Abstract

    With the emergence of concept of the universality of human rights and the development that has occurred on sovereignty,from Absolute to Flex,an International Humanitarian Intervention has emerged as one of the most important ways for Human Rights protection in General and Minorities Rights especially.the Humanitarian that we focus on,is happening by the United Nations Organization or according to its Mandate, because it represents all the World States.We believe it is an appropriate mean to protect Minorities,if focuses on Humanitarian aim not political.After transformation the Global System from Bi-Polar to Unilateralism,this Mean has been exploited and became duplicative and designed to take into account the interests of Biggest Powers.the need to International Legislation is very necessary inorder to regulate the Humanitarian Intervention to achieve the Humanitarian Goal,regardless of other Considerations.
