Abstract

The principle of the prohibition of resorting to force in international relations is one of the important progressive principles that govern the phenomenon of war in a way that is used as a criterion for giving a legal description of this phenomenon. This principle is reflected in the tendency of states to control their relations and behavior with each other. The war against Iraq, which took place on March 20, 2003, is still a typical case for discussing the effectiveness of this principle. The world was struggling to cope with the phenomenon of terrorism, one of the major challenges in the field of human rights.
