Widening resulted in the use of modern techniques in the handling of information on goods and services and the conclusion and execution of contracts and fulfill their financial obligations to resort to methods of electronic fulfilling derived from the same center through which the circulation of information and deal with transportation, as information has become in the present era of the most important features and characteristics and became supplied or offered or traded more prevalent contract services, and as a result of the provision of information services of the provider and its use by the beneficiary it had to be a statement of what the consequent obligations fall under the concept of these services, was the obligation to pay the fees and one of the most prominent of those obligations and most controversial in the way determined and methods of pay and the possibility to modify, which is what prompted us to look at this subject.
