Conflict of administrative jurisdiction under the law of the irregular governorates in the Territory No. 21 of 2008 the effective rate

Abstract

     This research handled the conflict of administrative competence between the chairmans of administrative units and local councils acconding to the law of governmentes no.21/2008. The research has been divided into two sections.

    The first dealt with the concept of the conflict of administrative competence. So many issues has been explained, the concept of administrative competence,the conflict of administrative competence and the defect of the competenc whether it  is a simple defect or the breach of competenc. Which leads to the nallity of administration  decision. 

    The second section handled the issue of conflict of competence of the chairmauns of territorial administrative units with the local councils. So  mony issnes has been dealtwith such as the powers of the chairmans of administrative units with local councils according with the act of government law and how this conflict may occure,
