Procedural rules governing the work of a Member of Parliament

Abstract

When a member of Parliament exercises his or her work, there are a set of rules governing his/her functioning, the source of which is often the constitution and the Rules of procedure of Parliament. These rules consist of substantive and procedural rules and all rules governing the work of the member, whether substantive or procedural, governed by An important principle is the independence of Parliament as a constitutional institution as well as the independence of the member in the exercise of his work.
Importance of the topic: the importance of the topic is that the Parliament is an important constitutional institution with the task of enacting laws within the state and controlling the work of the executive, as well as other competencies, and in order for the Member of Parliament to exercise properly in the public interest and to represent the people well, there are Some of the procedural rules governing the work that a member is supposed to abide by in Parliament.
Scope of research: we addressed the topic of research by examining the procedural rules of the Constitution and the Rules of Procedure of the Parliament to regulate the work of the member, focusing on the rules set out in the Rules of procedure of the Iraqi Council of Representatives for the year 2005.
Research methodology: We addressed the subject of research by following the descriptive and comparative approach
