Problems and difficulties faced by the legislator in the legal organization of the responsibility of the journalist

Abstract

      There is no doubt that the issue of journalist responsibility of the important topics, because of their relationship direct with community from the side, and their relationship with individual's rights on the others. In order to reduce many of varied violations which get by journalists, this action need to have a full complement to regulate the responsibility of the press in general, especially the civil and legal responsibility of the journalist.
    we will trying from this essay  to identify the most important dilemmas and difficulties which faced  the organization of such legislation,  which had not written his name  when it has published for the subject, and this is what is called  anonymity system, the media or the journalist's identity as intended by the freedom of the newspaper or the various media in the dissemination of news or opinion without identifying the author or owner, and the freedom of the author in the ad or conceal his identity from the public and readers. Also problematic Secret editing system, such as the news that is published or disclose owner name of shortcomings in the organization of the provisions of the Civil journalist responsibility, and these laws Publications Law Iraqi No. source (206) for the year 1968, and the law of the press Kurdistan work number (35 ) of 2007 and other laws comparison.
    That is why we tried to show the most important dilemmas and difficulties facing the legal regulation of the responsibility of the journalist and the reasons that led to the existence of such difficulties and dilemmas and shortcomings in its press legislation, which we hope the Iraqi legislature and the Kurdistan remedy these shortcomings and dilemmas in order to reduce those dilemmas and difficulties
