Conditions and procedures for the appointment of diplomatic envoys in Iraq (comparative study)

Abstract

The exchange of diplomatic envoys and their dispatch from one state to another is an old tradition, beginning in the form of dispatching the envoy to carry out certain tasks and then returning after completion, and when communication between States has increased and entered into relations among themselves as required by their interests, then the system of permanent envoys between States has stabilized For the nurturing and development of these interests, diplomatic representation is a right of, and not a duty to, full-fledged states, and this is what article II of the Vienna Convention on Diplomatic Relations in 1961 says:  "Diplomatic relations between States and the establishment of permanent diplomatic missions are established By mutual agreement  ", diplomatic exchanges between two States are therefore only done when they agree to exchange among themselves.
The need for permanent diplomatic representation--after being temporary--is to develop friendly relations among States, to resolve differences between them if they occur and to avert war, so that modern states have defined the permanent diplomatic mission system, which regulates all matters concerning each other, and with the development of relations Aldo Why the development of diplomatic practice has begun to highlight the importance of granting immunities and privileges
