Abstract

   Inclusion can be considered as a topics of private law that mixes themes of common law, if we consider the inclusion of the private law and we found respect of civil liability for damage to third parties with money and if we look at it as the part of public law and found the responsibility of the employee because of damaging public property, and whatever the case may be, the modulated both looked to it by the private or public law is not merely a relation to private law in both cases, the need for reparations, which happened to include up to date.


The importance of embedding the law as one of the most important laws in the province, the money, which aims to protect public money from the waste field, as well as the laws governing financial matters have more important of what the capital of prejudice to the economic situation of the countries, which is one of the elements of success of the government and carry out its functions and fulfill obligations.


The success of any project is the availability of the elements of success and the first of the financial side and this was a reason to have been selected in such a search topics.
